Current Accommodation Studies
On May 27th, 2008, Board approved the Beacon Hill - Ottawa East Secondary Accommodation Study along with a Project Charter and overall accommodation study timelines. Board approval of the study provides the formal Notice of Commencement of an Accommodation Study in accordance with Ministry of Education requirements and Board policy.
Over the course of the next few weeks, staff will begin forming an Accommodation Review Committee (ARC) comprised of principals, school council representatives and community members. Although the work of the ARC will begin in earnest in October 2008, an introductory orientation meeting of the ARC is scheduled for Thursday June 19th, 2008. Details to follow.
On April 22, 2008, Board approved the Merivale Area - South of Baseline Elementary Accommodation Study along with a Project Charter and overall accommodation study timelines. With the Board’s adoption of a new Accommodation Review Policy on June 4th, 2007, the Board is now able to proceed with Rural Northwest School Consolidation Study.
This approval has resulted in the adoption of a revised overall study timeline which complies with the new Ministry of Education Pupil Accommodation Review Guidelines.
The Rural Northwest consolidation Study includes the following schools: Fitzroy Centennial Public School, Huntley Centennial Public School, Stonecrest Elementary School and Torbolton Public School.
It should be noted that as of September 2007, all Torbolton students, have been relocated to either Stonecrest Public School or Fitzroy Centennial Public School. The decision was made as a result of the concerns of the low enrolment at the school and the continued declined expected with the number of student transfer requests out of the school. This is not considered a school closure. Torbolton Public School will remain empty pending the recommendations of the Rural Northwest Study.

Over the next few weeks, staff will begin the process to form an Accommodation Review Committee” (ARC) of which the first formal meeting of the ARC will take place mid – to late October 2007.
New Longfields-Davidson Heights Grades 7-12 School
At its meeting of February 13, 2006, the Board identified the Longfields-Davidson Heights area of South Nepean as its top priority for new secondary school construction. The new school is to be built on the OCDSB’s 6.07 hectare (15 acre) school site, situated at the northeast corner of Longfields Drive and Berrigan Drive.
At its meeting of June 26, 2006, the Board approved the construction of a grades 7-12 school with a capacity of 1350 pupil places within the Longfields-Davidson Heights community.
The new Longfields-Davidson Heights grades 7-12 school was tentatively scheduled to be completed in time for a September 2008 opening. As a result of delays in some of the necessary construction approval processes, the estimated completion date for the new school has now been moved to September 2009.
At its meeting of January 29, 2008, the Board approved the following motions regarding the attendance boundary and opening grade structure for the new Longfields-Davidson Heights grades 7-12 school. Links to the approved attendance boundary for the new school and to Report 08-004, which is referenced in the motions, are provided below.
A. THAT the Board approve the new Longfields-Davidson Heights grades 7-12 school attendance boundary for implementation beginning September 2009, as shown on the map in Appendix F of Report No. 08-004;
B. THAT the new Longfields-Davidson Heights school open in September 2009 as a grades 7-10 school, with grades 11 and 12 being phased in over the following two years; and,
C. THAT students impacted by a boundary change be given a one-time option to remain at their current schools, specifically:
i) Students residing in that portion of the existing Sir Winston Churchill Public School boundary area south of Fallowfield Road and attending Sir Winston Churchill Public School in the 2008-2009 school year be given a one-time option to remain at Sir Winston Churchill Public School or attend the new Longfields-Davidson Heights school for a grades 7-8 program in September 2009;
ii) Students residing in that portion of the existing Merivale High School boundary area south of Fallowfield Road and attending Merivale High School in the 2008-2009 school year be given a one-time option to remain at Merivale High School or attend the new Longfields-Davidson Heights school for a grades 9-10 program in September 2009; and,
iii) Students residing in that portion of the existing John McCrae Secondary School boundary area bounded by Strandherd Road to the north, Woodroffe Avenue to the east, Jockvale Road and Bren Maur Road/Kelowna Street/Newland Drive to the south and Greenbank Road to the west and attending John McCrae Secondary School in the 2008-2009 school year be given a one-time option to remain at John McCrae Secondary School or attend the new Longfields-Davidson Heights school for a grades 9-10 program in September 2009.

Report No. 08-004 Re: Study to Determine Attendance Boundary and Opening Grade Structure – New Longfields-Davidson Heights Grades 7-12 School
In June 2007 staff was directed by Board to bring forward a report with recommendations for an accommodation process in order to address changing enrolment patterns in secondary schools located east of St. Laurent Boulevard.
There are five secondary schools located east of St. Laurent Boulevard: Rideau High School at 815 St. Laurent Boulevard, Gloucester High School at 2060 Ogilvie Road, Colonel By Secondary School at 2381 Ogilvie Road, Cairine Wilson Secondary School at 975 Orleans Boulevard, and Sir Wilfrid Laurier at 1515 Tenth Line Road.
A combination of shifting enrolment patterns, declining secondary enrolment, and older attendance boundaries have created student access and low enrolment/program viability issues at a number of the above schools.
Upon review, there are two distinct secondary accommodation-related issues which need to be addressed. The first involves student access to community schools and a review of existing secondary school attendance boundaries in the Orleans area. The second concerns overall declining secondary enrolment and surplus space within the Beacon Hill-Ottawa East area and more specifically, program viability at Rideau High School as a result of low enrolment.
Draft Capital Plan
In February 2005, the Ministry of Education announced its Good Places to Learn (GPTL) initiative. The GPTL initiative: “…sets out policy direction and goals to achieve a high standard for the environment in which our students learn, together with the resources and flexibility to make that environment achievable across the province

As part of this initiative, the Ministry of Education is instituting new rules for receiving capital funding, including the requirement of an integrated capital plan before any major commitments are made. Unfortunately, there are a number of parameters yet to be established within the GPTL guidelines in order for school districts to produce full-scale, 10-year capital plans, including: the finalization of long-term school capacities and classroom loadings; school closure guidelines; new school funding availability; and Best Start recommendations and funding.
Notwithstanding, we were able to produce a Draft Capital Plan for the Ottawa-Carleton District School Board and this was submitted to the Ministry, following Board authorization, in July 2006. Many other school districts have followed suit in order to move forward with proper capital planning. The OCDSB Draft Capital Plan has identified requirements for a number of area accommodation reviews over the next decade in order to address issues of declining enrolment and program viability, as well as new school construction in growth areas. The most urgent of these reviews were approved to go forward by the Board on September 26, 2006.
