NEW! Orleans Wood – Terry Fox Elementary School - Grade and Attendance Boundary Review

On June 22nd, 2009, the Board approved the timelines and consultation plan for the grade configuration and boundary review involving Orleans Wood Elementary School and Terry Fox Elementary School for implementation in September 2010.

The accommodation review is necessary to address declining enrolment and its impact upon program viability. As the scope of the study encompasses 2 elementary schools,  it is quite likely that potential solutions will involve the  relocation of grades and/or programs  between the 2 schools.

NEW! Beacon Hill - Ottawa East Secondary Accommodation Study

On May 27th, 2008, the Board approved the Beacon Hill-Ottawa East Secondary Accommodation Study, along with a Project Charter and overall accommodation study timelines. This study will be led by an Accommodation Review Committee (ARC), which will complete school valuations and review accommodation options for the schools in the study. The ARC will make recommendations that may include boundary changes, program changes, amending grade structures or school closures.

The goal of the study is to arrive at recommendations to Board that make the best use of our facilities and resources, while enhancing the provision of high quality learning environments and superior programming for all students.

The Board will make final decisions in December 2009, for implementation in September 2010, following the consideration of recommendations by the ARC and Board staff and the receipt of community feedback.

Draft Capital Plan

In February 2005, the Ministry of Education announced its Good Places to Learn (GPTL) initiative. The GPTL initiative: “…sets out policy direction and goals to achieve a high standard for the environment in which our students learn, together with the resources and flexibility to make that environment achievable across the province

The key components of the Good Places to Learn plan are:

bullet Student program needs to drive facilities planning
bullet Rapid upgrades to the condition of all facilities
bullet New guidelines for school closing procedures by boards
bullet Better value for capital grants
bullet Open decision-making, improved board oversight and public participation in capital planning

As part of this initiative, the Ministry of Education is instituting new rules for receiving capital funding, including the requirement of an integrated capital plan before any major commitments are made. Unfortunately, there are a number of parameters yet to be established within the GPTL guidelines in order for school districts to produce full-scale, 10-year capital plans, including: the finalization of long-term school capacities and classroom loadings; school closure guidelines; new school funding availability; and Best Start recommendations and funding.

Notwithstanding, we were able to produce a Draft Capital Plan PDF for the Ottawa-Carleton District School Board and this was submitted to the Ministry, following Board authorization, in July 2006. Many other school districts have followed suit in order to move forward with proper capital planning. The OCDSB Draft Capital Plan has identified requirements for a number of area accommodation reviews over the next decade in order to address issues of declining enrolment and program viability, as well as new school construction in growth areas. The most urgent of these reviews were approved to go forward by the Board on September 26, 2006.
